I would definitely have to agree, although I really want to know what XP bar mod that is!
Very messy layout. At the very least you should tidy up the player & target frames so they line up and are not at different heights. Moving the target target frame from up top would be useful too - or just turn it off if you are not using it. Bar icons look messy too, different sizes and all different heights jar against one another making look untidy and sore on the eyes.
